What is SORA?

It stands for Specific Operations Risk Assessment (SORA) and represents a comprehensive risk analysis for a planned operation with drones. It is required for an operating permit in the Specific category. We guide you through the entire application and SORA process to enable your specific drone operations! What is SORA?

Why do I need SORA?

If you submit an "application for operation in the specific category", you must make a SORA. See also Do I need to obtain an authorization before flying my drone in the 'specific' category? | EASA

Icon - Elements Webflow Library - BRIX Templates

When does my drone flight fall into the Specific category?

  • Flights above 120 m AGL (please also note the exceptions around certain infrastructure)
  • Flights with drones heavier than 25 kg or above the permitted speeds
  • Flights beyond visual line of sight (BVLOS flights), this also includes FPV flights if no observer is used!
  • Flights over uninvolved persons with drones > 249 g
  • When objects are to be dropped
  • When dangerous goods are to be transported

See alsoHowdo I determine I fall under the 'specific' category? | EASA

I would like to transport something with my drone. Can I do this in the Open category or do I need an application for operation in the Specific category including SORA?

I would like to fly outside the visual range. Do I need an application for operation in the Specific category incl. SORA?

This is prohibited in the Open category. The only exceptions are in Follow-Me mode and when a UA observer (another person who always has the drone in view) is used (FPV flight).

When do I have to do a SORA?

If you want to submit an application for operation in the 'specific' category. See also Do I need to obtain an authorization before flying my drone in the 'specific' category? | EASA

Icon - Elements Webflow Library - BRIX Templates

Where can I submit an application for operation in the Specific category including SORA?

Always apply first to the national competent (aviation) authority of the country of registration. See also Why I cannot apply directly to the competent authority of the state of operation? | EASA

Icon - Elements Webflow Library - BRIX Templates

When do I not have to do a SORA?

If you ...

  • can fly in the "Open" category, or
  • can apply an STS or PDRA, or
  • Indoor flies

Where is SORA recognized?

SORA is an "AcceptableMeans of Compliance" (AMC) for EASA, i.e. an accepted way of analyzing the risk of a drone operation and taking measures to reduce the latter. As SORA was developed by an international group of experts (JARUS), there are also countries outside the EASA area of validity that accept SORA. Other countries are still considering adopting this type of risk analysis based on experience in Europe.

What are the requirements for being allowed to carry out a SORA?

  • The flight does not take place in the "Open" category
  • The operation does not take place in the "Certified" category
  • The operation is not already covered by a standard scenario (STS) or predefined risk analysis (PDRA) if a corresponding drone is available
  • The operation is not prohibited by an authority-specific "no-go"
  • Operator registration in an EU country (and thus liability insurance) see also

  • Insurance see alsoDoI need insurance? | EASA

Advantages of the specific category and implementation of SORAs

  • Scope for design and facilitation of new (process) technical innovations and unique operating models (entry threshold for competitors and USP)
  • In-depth examination of the topic of risk(good airmanship) - risk-based approach
  • In the interests of aviation safety and uninvolved persons on the ground (holistic)
  • Creation of an operating manual, which is necessary for controlled operation anyway and can be reused for new applications, operating licenses and SORAs
  • Development of own (flight) procedures, training, etc.
  • Legal certainty - reduction of entrepreneurial risk (negligence, intent in the case of )

Disadvantages of the Specific category

  • Higher initial costs (but faster amortization possible through USP)
  • High initial outlay (developed documents such as operating manual can be reused/further developed)
